Too late now but I ran a strap made of the same nylon webbing between the fender and the under fender. That webbing is sandwiched between the two and then ends attach the same way the hook clips do....

Thanks. It might be fine then. Does it stay at the same level when cold? I'm still half way when cold too. when i check it at operating temp, i let it sit for 20 minutes or so...and it was half way....
