Yes, the Jialing 600B has a steerable sidecar wheel done with bells and cranks. When turning right the sidecar wheel will turn up to I think 30 degrees. When turning left it stays centered.

Why do you need the rear wheel to adjust the valves? Just use an allen wrench in the alternator to turn the motor.

I don't know which Russian make your bike is, but the plunger framed bikes are mostly interchangeable with Chang Jiangs. So if you need parts we're just an e-mail away.

Don't laugh, but Chang Jiang carbs look an awful lot like these and may work as a replacement. They are cheap at about US$ 65/pair or so.
