If it has spark and compression, if you remove the boot from the airbox to the carb and spray starting fluid into the carb, will it fire up? if so, then I'd be looking at the carb and fuel flow.

PO removed snorkel, cut top of airbox out, screen still in place, stock exhaust. 140 main, don't know pilot, needle clip is 4th down from the top. Pilot screw is 2.5 turns out.
