Its quite normal for the shaft to be hard to turn with your fingers only: the seal puts enought pressure to make so.

For the peaning, i dont use a punch but a 4mm socket and the vice. The dowel are relatively soft anf you can cruch an 'o' into them just like they do at the factory. No need for a hydrolic press...
