if the last time you adjusted your idle it was much cooler, or you were at a lower altitude, the idle speed will drop as temperature or altitude increase.

I haven't seen a dyno chart, but, I have riden the two bikes back to back, and to me, the 400 feels like a much less powerful bike. Probably just a matter of the big 650 having more Tq. at lower RPM.
