Yes! one more last adjustment on EX valves,loosening of manual decomp some more and it's all running perfect (for its age :lol3 )

What's wierd one time manual decomp is loose while R EX is fine,then R EX loose and manual decomp correct (adjusted all the way btw,can't do any tighter)

I put it all together and everything is fine now.

Summary I did(found):

CARB
-cleaning all jets,etc.
-fuel screw 1 3/4 turns out
-checked float 16mm
