03 vee just had the same issues on deceleration, caused by an exhaust leak at rear cylinder header clamp. I removed the front cylinder header and dropped the whole system except the rear header....

I have those same bags on my 1000. Try raising them so the top of the bag is level with the luggage rack. That way they will hang straight and the rear straps go behind the plate under the holder....
