Seating the tire bead

Usually when I change a tyre I hear a "pop" when the bead seats. Sometimes I don't. If the bead does not "pop" how can I tell it is seated properly?

The bead seems to seat but I do not hear the distinctive POP when it does. I am NOT going to inflate to 50 psi and ride it to get it to seat..... We did that before and the tire came off rim going...

I've changed a lot of tires. I got a TKC80 that will not " pop" while trying to seat it. I've checked rim and tire for obstructions. Any ideas?
