they all get power from the same fuse, recheck fuse and the terminals also. give the fuse a twist or roll in the terminals (helps scrape corrosion off the fuse)

the turn signal flasher may require more of a load i.e. the rear bulbs, to flash properly. you can add power resistors to take place of the removed bulbs, or possibly try a different flasher.

the screws are metric. M4-0.7 mm length, oval head approx. 14 mm long.
you can obviously use a flat head instead. the screws hold on the choke assembly, not the throttle as you thought.
