Clearly the NPS' motive is to try to discourage motorcyclists from visiting the park by instituting an unfair fee structure.

I suspect the parks management has received more than one complaint...

Thanks for the suggestion. I just checked the fluid level and sure'nuff it was WAY full. I wicked out enough to take it well below the "full" line. After the new pads arrive I'll test out the theory.
