I think you will have to custom fabricate all the mounts. Maybe a subframe from DMC or one of the other sidecar builders would work for the bike side but mating that to the older sidecar side mounts...

Check hole size on Harley wheel

The wheel does look like an older H-D wheel, shovelhead time frame. It may have been meant for a drum brake. Measure the holes in the rim, if they are 7/16-14 threads, it was probably a drum brake...
