You should be able to hear the pump prime when you turn the ignition on. If you can't hear it then either the fuel pump controller or fuel pump itself are the likely candidates.

It's just best to do. The splines on the FD slide over each other as the swing arm, FD moves. You don't have to do it and many don't but it does no harm and will save some wear over the years/miles....
