So I busted out the strobelight and checked both heads. The timing on both is showing "OT".
The manual says it should be on "S" but in doing some online research, I'm finding that is for static...

handlebar headlight combo switch
1 step closer. Went through the electics a bit more and have traced the lack of headlight to the handlebar switch (#1 in the image below)
