Bolts too short??

I went to add these to my 05.5 S. For the life of me I could not get the two bolts (per side) that attach the upper fairng to the tank to catch. Too short with the tabs of the tank protectors behind....

Mine was a '74; bone stock. The points were a constant source of headache which I never figured out what was wrong and the dealer was no help. I'd end up having to resurface them every few rides....
