Check the handlebar switch, I ran into some weird shit. Kinda similar to but the opposite of your problem. No high beam, fuse good, tail light works but brake light doesn't.
In my case white power...

So, I noticed that my high beam was out and was trying to figure things out. I took apart the switch and noticed that the white wire going into the switch had vibrated off the spot it was soldered...
