I'm not sure I understand the question. The clutch and brake both kill the cruise but I don't think it's a separate switch, there already are clutch (starting interlock) and brake (brake lights)...

I just did a ride where I swapped my '14 ES with my buddies '12 with 15K miles. Didn't notice any difference in power over a 30 mile or so ride. Handling was the same as well.
