Yep, that's all you need if you're putting one on a GS with the stock rear rack. And yes, locks are included. (Photos on the page you linked are of the rack installed on my 2011 R1200GS.)

Yep it true. Touratech does make the BMW Alu panniers. I think that's part of the reason they don't make an exhaust cutout version for the GS/GSALC yet and why they don't make bags to fit OEM racks....
