The flat black FJ-09 bags are the FJR "city bags", so the mounting should be the same. Only downside are the FJR bags are 75mm wider.

I think it says that the larger tank on the 2014 model is carried over to the 2015, not that it was increased again for 2015. It's kind of confusing the way they worded it.
