If the gold paint is original it is probably a 1978. As mentioned, hard to give a value without more detail. 11K miles, that is really low... so may need "refurbishment" to ride it. Depends on...

Check cable routing

If you have confirmed that you have the correct cable for your bike set up and they are too short check the routing. It may be causing the cable to be too short. Otherwise get a longer one.
