Depends on the tires. MT 43 are good in serious rocks at 6 or 8 psi. Never have gotten a pinch flat.

Knobbies, not so much, but 15ish is probably OK most of the time.

My guess would be that the petcock isn't flowing enough fuel for the high power required up the long grade, the float bowl gets a little less full, it leans out and misses a bit. Maybe an inline...

Rotella, certtified for wet clutches. I have it in every bike I own, never had a clutch problem with any of them. The oil is clean, and this problem didn't change at all with the oil change.
