The rimlock and valve stem are close to make tire changing easier. Yes, the second hole is for an additional rimlock. You haven't experienced frustration until you've changed one of those.

My welder friend fixed a similar problem on an XR600 in 5 minutes. In my case, the stand wore through the side of the swingarm. The REAL problem is the shitty design of Japanese side stands.
