Yellow bottle is methanol. Yellow bottle is isopropyl alcohol. The reason for using the yellow bottle is that isopropyl contains at least 10% water (more commonly 30%).

The forks are actually pretty good for what they are. It's the rear shock that will make your back hurt. They came undersprung, and about 1/2 of the travel gets used up by the rider's weight.

I would bet that the cleaning is just being done because the starter is being disassembled for inspection. All starters get dirty from carbon dust as the brushes wear.
