The 14 tooth sprocket will and has to be a smaller diameter than the 16 tooth.
What I mean is that your rear wheel spindle should be able to move back and forward at least an inch...

Best to remove the wheel mudguard etc and if the bike has been ridden with loose or worn bearings then replace them....
