Try only hooking only the hot wire from the horn...

Try only hooking only the hot wire from the horn to the relay - ground to the frame. Make sure the horn itself isn't grounding to the bike.

I bought a FJ1200 new in 1990 and had problems with 2nd gear. I don't believe Yamaha ever fixed that.
Other than that it was a great S/T bike.
