what the H is this quick release fastener named?

I cannot find them anywhere. Aircraft spruce nor google goggles knows what it is. Its from a 1983 can-am ase 250 airbox cover. Its like a dzus, but there are two flat tabs-pegs on the outside...

Guys, the 10tpi pitch guage really matches...

Guys, the 10tpi pitch guage really matches well(with just a tiny sliver of light equidistant at each thread)
The pitch gauge seems to have ever so slightly deeper threads than the aluminum filler...

r60/6 is difficult to accelerate from idle, but fine at higher rpm

It almost seems like its running on one cylinder at idle, at highway speeds it can pull pretty well and seems fine.

Any ideas about where to start chasing this?

Valves and timing are recently...
