The Rekluse cover doesn't ad significantly to the oil capacity, a couple of CCs at best I think. It is primarily designed to make room for the taller clutch stack if you are running the Core clutch....

The straps are to hold the shrouds on at the bottom rather than bolting them in place. Wattsy did a video on that. They aren't used to hold the louvers on.
