You could try cleaning the seal if you can get a piece of film to slide between the fork tube and seal.

I found oven cleaner works well for removing tar or melted rubber from exhaust. It should work on spokes too. I definately would not use it with tires, tubes, or rim strips installed.

softer spring requires more preload to achieve a proper race sag. This reduces the static sag measurement.
It seems counter intuitive, but it is true.
