Have you considered having the foam in the seat cut down and then get it recovered. That way you might achieve the room you need without compromising your suspension travel.

Battery, fuse or connections

Fuse location will depend on the model. Early type are inside the headlight, later models on the frame. 12 - 13v @ battery but no lights & no cranking sounds like either, a fuse, or connection issue....

While you're at it, replace those clear pvc hoses with proper fuel rated hose. Not sure of the fuel pipe diameter on those carbs, but VW air cooled fuel line is pretty standard on airheads....
