Looks like the part to cover the holes when you remove the rear mud guard. The one attached to the final drive. Since the mud guard is on it is not needed.

Must be a vent of some kind. Mine doesn't have that and it vapor locks at altitude making it hard to open. That's the only reason I could see for it.

I put grip puppies on my GSA and had to use a zip tie to get them snug. Just on the end closest to the bar end to keep it from sliding off. Don't notice the zip tie's at all while riding.
