Keep it simple...confirm there is slack in the throttle cable. The slide is all the way down. What size pilot jet ? Confirm pilot is clear. Do you have another carb to try ?

It helps to have a couple of different brand...

It helps to have a couple of different brand wrench's
(slightly different offsets) to get the right front tight.
The newer ones are not much different.

If the piston is close to 0 deck (or slightly above) 25 on the base nuts in particular,is not enough. IMO

The PCII works very well. I first tried one on my 01,was so impressed decided to try one on the other bike (07 with 11 jug) The stock 04-10 pipe is still my favorite. The 11 up PCII is a close second.
