I think if you leave it sitting a few hours, there won't be much left in the oil filter chamber other than what's trapped in the filter. No need to drain the engine just for that.

I don't know about mine being "properly tuned" since I was the one doing the tuning. But after I learned what does what on the carb, and a little trial and error, I'm getting 45-50mpg....
