You're not gonna get a ticket unless the cop is a ass. Besides you have 30 days you can legally drive on the tag and plate from out of state. Just as if you just moved to the state.

Easiest way around this is have your buddy "sale" you the bike and then he can fill that info out.... Make sure you bill of sale is from him too.

I sent the registration form in to Vermont before without the VIN form and it got returned. You dont need a VIN check. Post 74 describes why.
