I'd think a Honda 230 or Yamaha 225. 4 stroke, cheap, easy to maintain.
If he progresses further... and wants to ride, then consider another bike....

Lower the bike 1" by adjusting the stock Yamaha shock.
Put a lower Seat Concepts seat on it.

The 500 EXC comes with a rear 140/90. A 130 should fit very easily.

Was at 350 km (220 miles) today without a fuel light.
Filled the tank, it only took 3.3 gallons of fuel (12.5 liters), 1.1 gallons left...

Stock Yamaha rims have a hole for a rim-lock.
From the factory it is filled by a little rubber plug.
