Depending on how much space you're looking for, the toolbox by Stanley in either 23" or 28" might fit the bill. I got my 28" one off Amazon for $29.99... Nice seal, seems to be pretty sturdily built....

Just at a glance, why not turn the straps around 180 so the loose end is pointed towards the rear instead of the front. Then it should be behind the side cover, and you'd tighten from the back...

I do like the looks of the CRF230L front fender, however, if you ride in wet weather be aware that it does provide significantly more spatter than the stock one does.
