In my experience, a leak in the choke circuit will cause the engine to not idle at low rpm making you turn the idle up to keep the engine running. Basically the choke is sticking in the on position.

MTRAIN, 3 pump changes would tell me the root cause is not the pump but somthing other. Your friend should find a mechanic who can troubleshoot the cause of the failure.
