John, I'm not sure what e-clip you are referring to, the cam tension bolt is held in place with a nut which is tightened while holding the bolt with a screwdriver.

A leak at the carb manifold will cause that symptom too. I've never seen a stuck advance cause a high rev, in my experience they just run bad if the advance isn't working properly.
