It has more to do with humidity. Normally cold air is pretty dry. Above freezing Temps with high humidity will do it more often than sub freezing temps.

The pressure drop due to the vacuum and the increased air speed both cause a drop in the air temperature. Add in the high humidity and cold temps and you get icing.

I change tires for friends for a small fee but won't do ice tires either. Gloves only get you so far and the extra stiffness makes them a major PITA.
