I'm not sure what you are comparing to when you say "light" but it looks like the spring is a substitute for the old R80-spring (21211242353) which is far lighter then the R100-spring (21211338508)....

So I think you can use 18" in a 1100 swingarm, but maybe not the bigger sizes like Michelin Desert.
