Thanks for the info guys, the make is tourmaster, they also offer a BMW adapter lead so I'm assuming(not always wise to do) that the vest will work through the outlet, I purchased a powerlet socket...

On the early models it is normal for it to show full until it hits the halfway point. That first bar is solid. It CAN"T gradually fall like the second half bar can. BMW changed it in late 06 I think....
