On the other hand is Norway not part of the EU. Maybe this is the reason of not needing an E-Sign there?

in Europe any motorcycle fairing must wear an "e-sign" on it. That's similar to the DOT-number in the US I think.

Otherwise you migth be charged by the police any time they get you,...
