I haven't see a BMW recommendation that exceeded the max rating on the tire, but I could be wrong. Max is just that, not optimal for lighter loads, in my opinion.

There is no radio, but the GPS needs a connection to the thumb wheel and also to receive a signal when the fuel level is low, so perhaps that is the purpose of that connector.
