Thanks mike... I did pull the tire and no cracks or other abnormalities are anywhere to be found. Measured with a caliper the inner channel and it is a consistent 1.82 to 1.84 inches all around.

Well.. Found my fix. Factory bulb was a 25/25 w sealed beam. Previous owner had a 55w bulb, I replaced that with a 35w bulb and just now got a 25 w bulb in there. Idle, it sits around 12.5 volts...
