I've used the JVC Marshmallows, ER6i, Monster Turbines, and Head Direct RE0 so far and the Marshmallows do ok, especially for $20, the ER6i is comfortable, isolates great, but doesn't have much bass....

As far as isolation goes, the Etymotics or custom ear molds are the way to go, but in the last year or two a whole buttload of in ear monitors have come out all over the price and quality range....

Yea it is, I got mine for about $100 and commuting to work I can wear it without anything but my work clothes and the rest of my riding gear down to about 30F with no problem, it's a half hour ride....
