If the bike is new to you, I'd drop the pan and check that it's all good under there. Once that's sorted put a new filter in it and filler her back up.

You'll be hard pressed to find any of that stuff used and cheap, especially the pannier racks and police seat as they will need to be specifically SWB. Used Albert headlight mirrors are hard to find...

Sounds like you broke the bolt that holds the plunger rod up against the fork lower. The upside is that the bolt is replaceable, the downside being you'll have to take the fork apart to get at it.
