The +1 front / -3 rear will have roughly the same effect (if you do only one). I find the 650R torquey enough, but I understand your desired effect. A +1 will clear the sprocket cover with no issues....

I bought my '07 in September of '06, so it doesn't have the foam installed like the later '07 models did. With as tight as the mounting is for the lower to upper fairing, I'm happy to be without it....
