My 2005 does the exact same thing. I have tried all different shims and jets and idle air mixtures (currently 1 3/4 turns out, 0.010" shim, 130 main).

So I suggest you remove the carb completely...

I can handle -20 deg C (-4 F) if I keep to 50km/hr city streets. But 0 C (32 F) can become unconfortable at 100km/hr.
