I can't verify these numbers but I've no reason to think he's wrong. remember that 13a would be in peak condition at peak outpu(~3500rpm iirc)t. I've read of people that tested their's at less probably due to loss from corrosion.
my G/S had a 20a rotor(280w), not a 17 like the /7s and it still wouldn't charge the battery at idle.
Find the draw for the accessories you want and see if you can squeeze them in. Like JT said, if you don't turn them on until over 3500rpms you'll probably be okay if they don't draw more than 3 or 4 amps. It would make having a good battery that much more important.
