The tube in your picture is dry rotten! Butyl used to manufacture tubes do not like sunlight! They will last for years if protected from sunlight and electric motors. The tube above will probably be leaking when aired up and will definitely fail after a short length of time. You can mount your spare tube in that location, but wrap it up. BTW, of my 32 years in tire and tube manufacturing, about 25 years was manufacturing inner tubes. Do yourself a favor and replace that tube with a good spare tube and wrap it up.
