If you're getting a flash out the exhaust, check the timing. I'd guess that thing has points, start with the gap, then static time it.

2 smoke compression is different than 4 stroke compression. The piston only starts compressing when it passes the last port, which maybe 2/3 of the way up the stroke, unlike a 4 stroke, which starts compressing when the valve closes.
60 PSI doesn't sound too low, but then it's been a while since I checked.

Once you get it running, use Silkoline light gear oil in the tranny. It treats me well in my trials bikes and I run it in the primary on my Norton. Far better than any dino oil for the gears and clutch.

Next time we're sitting around a campfire, remind me to tell you a story about launching old enduros into lakes.
