Somebody told me that the British police used to teach that back in the 20's - but by the 30's it was an obsolete technique as front brakes had improved to the point where staying upright and braking was a more effective approach to emergency stopping They continued to teach it for another forty years but it had morphed into more of a "how to crash safely (!)" skill.
